Registration is via the Medical Marijuana Data Management System (MMDMS) application on the Health Commerce System (HCS). Practitioners will be prompted to enter information required to complete the registration process. Please visit the following link to the New York Medical Marijuana Program webpage for step-by step instructions to register. https://www.health.ny.gov/regulations/medical_marijuana/practitioner/ Practitioners must be qualified to treat patients with one or more of the serious conditions set forth in regulation. Those conditions include: Chronic pain is defined as any severe debilitating pain that the practitioner determines degrades health and functional capability; where the patient has contraindications, has experienced intolerable side effects, or has experienced failure of one or more previously tried therapeutic options; and where there is documented medical evidence of such pain having lasted three months or more beyond onset, or the practitioner reasonably anticipates such pain to last three months or more beyond onset. The patient must also have a condition or symptom that is clinically associated with, or is a complication of the condition noted above: In October 2021, the type of Practitioner who can certify patients for the medical use of marijuana had been expanded to include anyone who is licensed, registered, or certified by New York State to prescribe controlled substances to humans within the State e.g., dentists, podiatrists etc. Practitioners must successfully complete a Department-approved two to four-hour course on the medical use of marijuana. Practitioners and pharmacists who will be providing or directly overseeing patient counseling in medical marijuana dispensing facilities shall complete a four-hour Department-approved course. Practitioners and pharmacists must retain their completion certificates for review at the request of the Department. Pharmacists may be required to submit a copy of their certificate to the Department at the time of employment by a registered organization.
Practitioners certify patients using New York State’s Medical Marijuana Data Management System, located within the Health Commerce System (HCS), to issue certifications to qualifying patients. Medical marijuana is NOT prescribed. Registered practitioners must consult the Prescription Monitoring Program (PMP) registry prior to issuing, renewing or modifying certifications to patients. The PMP registry contains controlled substance prescription dispensing history and medical marijuana dispensing history. Practitioners may authorize a designee to consult the PMP registry on their behalf, provided such designation is in accordance with section 3343-a of the Public Health Law.
